First you don't put the arrows. It shows the same way as the other folder names in the text file. (Gameinfo.txt)/
Second, you will have to place the files in the folder that you just added in the text file.
Third, make sure you extracted the models (c_models) weapons inside your tf2 folder. This folder is usually your tf folder. (Make sure its in the same file path).
Fourth, you will then need to know how to material override the material inside of sfm onto that weapon.
After that, the skin will show up.
