You can max out your agents by level 9. The game prompts you to upgrade their skills but no slots remain after level 9 hence the notification keeps reappearing every turn. When you have lots of agents it can be really tiresome. Good intent but buggy mod.

bro u need to make this mod Work with the all Playable faction called ( Forgotten Realms ) it seems that when the two are combined u mod wont work bro u gotter make it work i love this mod and 2 skill points is bad 4 is way better then 2 having 4 skill points instead of 2 makes more sense get to work Brother we counting on u

Try disabling all mods except this one and check again
