BE SURE THAT THE GAME IS CLOSED!
1.Go to ...\Documents\Planetbase\Profile
2.Open profile.sav with any text editor (I recommend Notepad ++)
3.Replace everything between <profile version> and </profile> with this:

3,5.You can if you played the tutorial / completed it if you want, for wathever reason.
4.Save and open the game.

Back in the days I had lost my savefile and had unlocked all Planets.

The planets are designed to have an increasing difficulty level. Although to be honest I found the ice planet much harder than the final moon planet.

@evinx - I did this cheat because I didnt like the first planet but wantet to play on the third one :)
Why be forced to playing on some planet you dont like just to get to one you do like, if you can just play on that planet from the beginning.
