To get this achievements you must create a bridge of atleast 100 elements and that bridge should be working i.e., cars/trucks can pass through it. There are several ways to do it,

I just kept building (i used 150 pieces, lol) & got Monumental Structure & Big Spender at the same time.

cool. U can do it on any lvl with 100+ parts i think, its not that hard
