Then youve installed it the wrong place. You need winrar to move the files btw.

Go into workshop, some submissions also allow download links of the items. You need to have a hat or selective misc item to make it work, then download the skin for that item and go into your steamapps/teamfortress2/tf2/custom, and throw in the files there.
