The Cop, Exterminator, and the Photographer have 9 quests each, with three being initially available, and the additional six quests opening up as you level each character's respective talents.

The following citizens are required:
Lifeguard (for underwater quests)
Psychologist (to access the Jester quest)
Captain (Island Campsite Photography quest)
Pilot/Architect (Lake Pom-Pom quests)

To make the "New Sheriff in Town", "Roll Up Your Sleeves", and "Paparazzi" achievements easier, the following citizens are recommended:
Car Salesman - traveling around where streets are available
Firefighter - quick escape from dungeons
Photon - for speeding up the game in general

You need to have the Architect build the bridge that will lead to Lake Pom Pom, OR the Pilot to fly you to the Mount Pom Pom landing site.

Since this quest takes place underwater, you are required to have the Lifeguard in the active party.

The Shadow Monster is located in one of the rooms of the Forbidden Highway Tunnel.

To make this quest easier, you should recruit the Gardener so she can cut through the thorns and create a shortcut.

Timber Lake is located north of Big Steppe. You need to have the Lifeguard in your active party to go underwater.

Location: Dream World

You need to have recruited the Psychologist to gain access the Dream World. There are four locations to enter the Dream World and find the Jester:

1. The VP's bedroom, at his house in Home Town
2. The sleeping bag at Camp Koo-Koo
3. The sleeping bag at the hippies' hangout in Sugarflats
4. The bed at the Capital City hotel

Examine the bed/sleeping bag, and choose "Sleep (Try to dream)".

The Jester, inside the Dream World:

The bugs are located inside an apartment building in the Capital City.

Unlike most of the Exterminator's quests, you need to collect 10 Decaffitator Scraps and 10 Cappucinerd Hats.

You're better off just entering/exiting Flushmoor via the Junkyard or the Big Steppe to force these monsters to respawn.

The easiest way to access Panjama Jungle is to have the Pilot fly you to Panjama Island, and entering/exiting between the helipad area and the Jungle to make these enemies respawn.
