It's a skybox, it was supposed to look like 'the way out' when you go down the road with the pod.

If getting back there is intentional, the surfaces should be textured rather than nodrawn.

I agree, there could be a playerclip there.
But imagine when a citizen escapes and tries to hide around the corner, he has no way of doing so unless an admin would move him 1 feet to the other side of that clip.
Not every server / community does the intended.
