Hi I know it's been 3 years you must finished modding, but in case there might be others facing the problem and coincidentally I know a solution...
So what it could be easily solved is, we can open .dds file in Microsoft Visual Studio. Press Ctrl + A to select custom icon, Ctrl + C to copy it. Then go to any sheet0x_a/o.dds file in the extracted texture folder, make sure it is a copy so we have a backup if things got messed up. Ctrl + V to paste custom icon to the sheet0x_a/o.dds, move the icon to the right spot and SAVE. It will show in the game in this way.
I don't know why it doesn't work in our exported .dds. I'm guessing it because we are missing some part when transforming, as what you said "not a proper way". However as long as it's solved, don't bother about the myth.
Please reach out to the Modding threads here on discussion board, there are plenty of very talented and way more up-to-date folks than myself, that I'm sure will be happy to help!
Unfortunately I don't know any way to send dual team to scavenge missions, other than to play TWOM boardgame where this is possible and even recommended %-)
Do you how to achieve duel scavenger searching a certain location? I looked through all the Configs and just could not find anything relevant. I think it's a pretty cool feature, making the game more realistic.
