If music not starting with game again(*) - relaunch, check Task manager process list (warhogs_exe), check game files again (once), restart PC by "Reboot".
*it rarely happen, but restarting game or game+Windows help.
In PS1 version no music level too, as im remember - but master change sfx+music (only on hardware and some emulators, others use own hotkeys for PSX music format audio volume).
Yu probably play iso-pirate copy of the game. Ofc iso did not contain music files. There is no proper image on torrents, even with music - no or wrong subchannels = wrong DRM copy = no patch support = no multiplayer.
P.S.
When i played this game on Windows 98, there was no music.
P.S. GOG\Steam version (and not old PC Retail) have one excessive double track (Track31 - Track32 if im right) - they copy main menu track, as i remember. Short - seems unused - version of that track exist in another file (same in PS1).
Or u can maxed out SFX level in settings each time after you run the game.
Music isnt broken and work as always work for PC version. AudioCD level must be changed in Sound Mixer in Windows 98\Me\*same\
I disabled music and now i can hear pigs' voices
