This is exactly how I played it and got to this ending. If you are still having issues, please let me know.

1, 2, & 10 didn't actually matter for me. I got the Stalemate ending even when choosing differently on those.

This ones fairly short so I would have gotten there eventually but thanks for saving me some effort.
