Description
Play as Comissioner Pravin Lal, leader of The Peacekeeping Forces, from Sid Meier's Alpha Centauri.

This mod is for BE: Rising Tide. A version for Vanilla can be found HERE

Trait
Global Outreach:
- Specialists Yield +1 Diplomatic Capital
- The Peacekeepers earn +5% food and culture for every leader cooperating or allied with them.
- The Peacekeepers lose -10% production for every healthier empire sanctioning or at war with them.

Agreements
Charter of Rights (50 diplo|0 diplo per turn):
- +5% food and culture in all cities

Governance of our Fathers (100 diplo|10 diplo per turn):
- Earn extra culture equal to 50% of net diplomatic capital income

The Peacekeepers are a diplomacy focused faction who thrive from partnerships. Their independent-minded citizens have room to excel but are quick to disapprove of their government during times of trouble.

- Specialists of the U.N. Peacekeeping Forces earn +(1/2/3) diplomatic capital.
- The Peacekeepers earn +(5/7/7)% food and +(5/5/7)% culture for every leader cooperating or allied with them.
- The Peacekeepers lose -10% production for every healthier empire sanctioning or at war with them.
- Agreement 1: +(5/7/10)% food and culture in all cities. Base 50 Diplo Capital cost, but free each turn.
- Agreement 2: Earn extra culture equal to (50/75/100)% of net diplomatic capital income

Known Issues

There's a serious issue that affects many sponsor mods with custom leaderscenes. The mods can cause the game to crash to desktop when used in conjunction with the default civs. A current fix is to play the game with the leaderscenes set to minimum. In the meantime, modders are investigating a proper fix. You can do your part by notifying Firaxis of this widespread issue.

Also, I try not to use many other mods (except ones that deal with the graphics) but besides your culture mod, do you have any other mods you'd recommend or at least know won't have much of an affect on your factions?

I tend to play on Gemini or Vostok. It always seems to me that BE and Civ all seem to have a fine line before you rolling over the AI or they just crushing you. In this case, it seems like the higher the difficulty level, one faction seems to just beat everyone in tech and affinity.

However, with your factions (and also this applies to some of JFD's factions as well) they often just go military from the get-go. I mean I can understand Miriam doing it, but it's odd to see Pravin Lal doing it. Also, stupid question, but is there a list somewhere of all the things you can do to level up your Adventurers? I'm a big fan of the Nautilus Pirates

I'll find some time to run a few test games. My experience hasn't shown much difference between the modded faction AI and the vanilla AI, but it has been a while since I paid close attention to the AI's behavior. What difficulty do typically play on?

4. Factions spam military units which means they don't build certain buildings which help them attain affinity. Thus a lot of factions will really lag in affinity. Also, if you manage to crush their military, this makes them lag behind even more as they rebuild their military,
5. Factions seem to get to 3 cities and sort of quit growing. I've noticed this in other modded factions. It seems you either get factions spamming cities or just going for three. It's weird.
6. Factions still treat the weakest player like they are the biggest threat and rarely gang up on the strongest player who is the biggest threat.

I do wish there was an artist out there willing to take a crack at making even still versions of the different faction leaders as they change affinity. That would be sweet!

I just wanted to comment on your mods and chose this faction for it. First off, is Pravin Lal related to Gandhi because for a Peacekeeper, he is a relentless war-monger.

But here is some things I've noticed the factions do.
1. They attack for little apparent reason, often mere turns after getting their butt kicked and they are down to their capitol.
2. The factions show a large bias towards making water cities to the point of ignoring vast tracks of land with resources to found cities right next to other factions.
3. Factions often spend much of the game moving these water cities around for little purpose.
