Alternatives (not personally confirmed)
Everyone has to be in the same Region under
Steam > Settings > Downloads > Download Region.
Now you should see the game without problems.

It could also help to disable the preorder DLCs.

Simple: If its a friends game go to your steam friendlist, click on Play, you join automaticaly. If you want the complicated way, go into the multiplayer menu and look for the name said friend gave the game. There are not many MP games, so its easy to spot someone, even more so when its a modded game.

One of you has a gameplay-mod enabled which the other one doesn't. Paradox games allow async UI mods, but everything that disables achievements has to be enabled by all players to play the game together.

Thanks for the discription!

Some time I didn't saw my friends in the serverlist, maybe to refresh the list is not the way it should be done.

Same as Veroxis, we done it per server-id, it much easyer and you can not miss your friends games. :)

Greetings

Before 1.0.2 , there was also a Direct Connection Feature.. somewhere hidden. You needed to klick on any password-secured Server, hit Join, and then you had to change the server ID in the password-window... ^^

Since 1.0.2 we have the Direct Connection Feature, so we shouldn't need any workarounds. But I haven't tested it yet.

Thx @Ryuichiro, found it out the hard way, that you can't see hosts with higher DLC.
Friend of mine opened up a game, but couldn't see the game, annyway I used the OP way. After he disabled exclusive alien race it worked. So...the 3 versions have to check to use exactly the same DLC as the host, otherwise I fear you won't see the hosted game.
