In order to shrug, you need to either have all the weapons or have all the heads. If you have only achieved all of the weapons, shrugging will only work around the yarn exchange. If you have only achieved all of the heads, shrugging will only work around the gem exchange. Go up to the gem/yarn exchange and lightly tap CTRL, and if you're using a controller, lightly tap the Y button. The controller is easier to use, but if you don't have a controller, it's okay, but it'll just be harder to do. The reason that shrugging only works around the gem and yarn exchanges when you get all the weapons or heads is because the shrugging is basically telling you that you can't do it. This shrugging was actually almost removed from the game, but the developers accidentally left part of it in, which is why you can only do it by lightly tapping and not full on mashing the CTRL key or the Y button. I hope you guys feel better now, because to me, this guide was TOTALLY worth making.
