More transparent process means that you you implement jury trials, freedom of information is dialed to almost max, implement a anti corruption bureau, etc... Those are fairly easy moves, altough they need some major political capital to implement. Also they have the bonus of increasing governement stability.



It costs more, but it also reduces corruption and crime.
