Mod is created for and tested on GK + BNW. (May work with just BNW, but with no guarantee. It is definitely not gonna work without BNW.)

This mod is making four Ottoman civilizations out of one. I must say working on those ones was a pure pleasure. I admit that the Ottomans in base game wasn't my favourite civilization and I have heavily altered the original gameplay into new approaches. Three civilizations are still naval and most of original elements are reused though.

Ottoman Turkey
leader: Mahmud II
UA <Tanzimat> ???
UU <Mahmudiye> Frigate. Heals every turn in proper territory, starts with bombardment.
UB <Hammam> ???

Ottoman State
leader: Mehmed II, the Good
UA <Fatih> ???
UU <Bombard> Cannon. Extra Combat Strength. Has special weaker attack reducing temporary defense of city.
UB <Minaret> Observatory. +2 Faith. Requires Theology (adequate cheaper). Can be built adjacent to Mountains or in conquered cities.

Ottoman Sultanate
leader: Selim I, the Bad
UA <Kapikulu> Land melee units heal 33 damage after killing an unit. All melee naval units have the Prize Ships promotion.
UU <Janissary> Musketman. Attack bonus. Upon discovery of Rifling gains +10 Combat Strength (upgrades into Great War Infantry).
UB <Devshirme> Barracks. +7% production towards land units. Can turn captured workers into military units.

Ottoman Empire
leader: Suleiman, the Ugly
UA <Lawgiver> ???
UU <Sipahi> Knight. Extra sight promotion. Gain +1 Combat Strength with every technology from Renaissance.
UI <Tersane> Can be built only by Great Admiral on coast adjacent to land. +3 Production. Train naval units. Can be additionally placed up to three times, upon discovery of Compass, Navigation and Steam Power.

Additional notes
Have fun.

I am unable to download this mod for some reason. I'm subscribed, but it does not show up in my mods list, nor in the Documents > My Games > Civ V > MODS folder. I've tried restarting Civ and Steam.

First of all, they don't appear at Technology tree, because Minarets are available at Theology, which already has all 5 icons occupied. I have just tested it on BNW, (mod version 10) and it works fine.
I am afraid there may be conflict with one of your other mods. If you are not using a lot of mods, you can list them, otherwise I recommend to simply not using this mod.

I tried to play Mehmed II but i can't build any minarets. They don't appear at technology tree and are unavailable to build in all my cities, no matter if conquered and placed near mountain...

@Waldo Turks aren't arabs. Arabs make up less than 20% of Islamic population.
