Sintflut City by Duion

I tried to fill all of the map with city, but I got a bug (probably hit a limit) and the population got stuck at around 316 000 and from there it did not grow anymore.

There is only a few places left that are not build with city yet, but overall it is already much larger than a regular cities skylines city.

If anyone knows how to fix the bug/limit and make it grow again contact me.
