This guide is about the City Hall which is a type of antagonist in the game. This guide explains how City Hall mostly works in the game and what it does.

Hello everyone! This guide is regarding strictly about the This is the police' city hall! A LOT players concerned their complains that the city hall gives ridiculous requests, and ridiculous I mean, impossible or very hard to accomplish such as:

Fire all black cops. This is difficult because you HAVE to illegally fire them as there is no legal way to do that unless they get killed by the Sands on your orders choice. If you fire them illegally, expect a prosecutor's heat on your tail.

Have half women in your department. This is also difficult as the labour does not always provide the women you want. This is most likely intentional as you should expect literally anything.

Worry not guys! I decided to step in and give you some tips how this work, the city hall system. I can say it's very simple but can be tough and complicated on later days.

The mayor, as you all know is crooked, corrupted, scam of the people and what not. SPOILERS: He even raped some women, most sued him for sexual harassment but nothing happened. Lana got raped by him. So it's very obvious you will get "harassed" or acted tough by him.
City Hall Penalties and how you get them from
From what I experienced in game, the City Hall will remove officer/detective for the following reasons:

Failure to comply City Hall Requests. This is a very common issue to get in trouble with but very very easy to avoid the issue. If you respond to ALL crime calls, you can safely ignore City Hall Requests, especially those you are unable to do. But it is, generally, recommended to comply on some EASY City Hall Requests such as, remove all old cops and what not. If you FAILED to comply a city hall request and FAILED to respond EVERY crime calls from the previous day, you will risk yourself an officer/detective slot removal. The worst decision is, to supress riots or not to.

Failure to respond most crime calls. I noticed if you have at least 3 to 5 FAILED crime calls(No officer was sent), it can cause the Mayor to call you next day to remove an officer or detective slot citing department budget. This is a very easy punishment to avoid but very easy to get in trouble with, especially if you do not have ANY officer available which can sometimes happen at higher days or if you are on short staff. Failing to supress riots at orders by the Mayor or blaming the City Hall during prosecutor's interview also falls this category.

Civilian/Officers killed in any crime calls. Well, it's obvious but what is unclear, how many officers must be killed in order to lose officer/detective slot. From what I noticed, if at least 2-3 civilians are KILLED, the Mayor will most likely remove an officer/detective slot. For officers/detective death, it remains mystery. A FAILED response to a crime scene MAY result in a civilian killed so be careful.

Stupid moves. Or on other words, sending units to GREEN Calls (The least priority, something civilians asking for units.). Some of those calls can mispresent your department, for example, an officer insults the mayor. The mayor can get pissed off and may ask you to remove the officer or hold a grudge against you. Most GREEN calls are safe to respond (Make sure to read the description) but some can enrage the city hall.

The City Hall may deny some or every requests (Officer slot, Detective slot, SWAT Upgrade, Raise Week Salary) for the following reasons:

Failure to comply City Hall Requests. If the City Hall did not remove an officer/detective slot (Can happen if you responded to every crime calls before failing a city hall request), the City Hall will hold a grudge against you instead, for a few days (1-2 at most). This can cause a denial on some or every requests so be careful. Failing to attend to some small City Hall missions (I need an officer to a location for example) MAY also result in holding a grudge against you.

On other words, if the City Hall JUST removed an officer/detective slot then the grudge is very high and ALL of your requests WILL be rejected until the next week, as long as you begin responding to every crime calls in the coming days (Especially the day after the slot removal) with no civilians killed. If a crime call goes missed and/or a civilian get's killed, you will get another slot removal in the next day and it WILL repeat until you managed a day with no call missed (At least not more than 2+) and absolutely NO civilians/officer killed.
City Hall Trust and how to get it
I sometimes call it trust. A police chief serves under the pleasure of the mayor. In Freeburg, nobody knows if that's the case. But worry not, the Mayor Rogers sometimes can be happy too! (Yes he does! But very rarely.)

Answering on all crime calls. This is VERY important factor to take into consideration. If you do miss a call, please make sure NOT to lose a second call. If you do lose a second call, pray you wont get City Hall shout at you and pray not to miss a third call. If you miss a third call, you might want to restart the day.

Responding to crime calls, I mean, EVERY of them in a day can make the mayor happy. While it does not show that he is happy, you can understand it by seeing your requests getting accepted everytime you request them. If one does get rejected but the other request gets accepted, he is still happy but unsure the trust. If all requests rejected, something is wrong and you must solve it immediately.

NO Civilians/Officers killed in a day. This is a very big issue and sometimes can be unavoidable. If you got a civilian killed in a crime scene, the mayor may not hold grudge but if you lose a second civilian, then he may hold a grudge against you and MAY reduce a slot. If you lost three civilians, restart the day or risk getting a slot removed.
Tips
1. Always make sure to have units available to respond any crime call. If everyone is busy, pray a crime call may not come or if one does come, pray the timer is longer.
2. City Hall can hold grudge against you on minor things but will remove officer slot for major mistakes such as, civilians killed, unresponsive to crime calls.

About the second spoilered thing - when you replay anticipating it and are biased in your hiring process from the getgo, you can wake up to task being asked of you and congratulated on being done the same day :D

for the second spoiler, you can just kill your officers to 50/50. i had that when i sended my most useless man to their graves. dead officers dont count.

FYI regarding your first spoiler. You can also get rid of the beatcops by sending them alone to assignments they will fail right from game start. (one you can get on age) This only really works if you know its coming though, and the only time I pulled it off clean I was lucky with the detectives both no-showing since you have no excuse for them or way to create one.

Indeed it does :). That falls under the category of "Failure to respond to crime calls" so be careful with how many calls you ignored/failed to respond in one day.

oh i mean mafia request to not sent police to 'soon to be' crime scene. (It dose count as not sent police to every call too right?)

I wouldn't take this for gospel, necessarily. Once you encounter Robespierre and he starts leaving you the bull-head paper with the newspapers at the start of a day, you can gauge the approval or disapproval of city hall (among other factions). If you have 3 thumbs up, you can afford to flub up multiple calls without consequence. If you have 2, you need to get your act together, but you won't start losing slots until all thumbs down. Refusing to suppress riots and calling the mayor out in press conferences can drop your thumbs dramatically. Suppressing riots and praisiing the mayor has an opposite effect, naturally.

Yes! And that kinda fits the "Failure to comply city hall requests". The mayor will just be pissed and wont remove slot but reject requests if needed. I will edit it to let everyone know.
