Report a translation problem
You must have a DFO account which was directly registered through the Steam version game client. Thus, a bond / link can be established between your DFO account and Steam account.
If you're using an account which was registered on DFO's official website, then you cannot receive your purchased DLCs, because this account is not linked with your Steam account.
And there are some issues with the Steam version game client right now. Until Neople finds a way to fix all those issues, and find a way to let people link existing DFO accounts with Steam accounts, there is NO WAY to retrieve your purchased DLC items.
These issues have been discussed for quite a while and many times. If you make a blind purchase without being aware of the situations, then I'm afraid that you're partially blamed for the difficulties you're having right now. Next time please read people's reviews and topics first.
