From this intentional-fail position, if you move 2x orange from 5 (the actually blocked roof) to 10 and 12 as you suggest, the assault still fails. If you instead move ONE orange from 5 to 4 and change NOTHING ELSE (still leaving 1x orange in the intentionally bad 5 location) the assault succeeds.

Testing some people's pet theory of having a sniper on the cathedral roof: once again from the intentional-fail, you can move a yellow sniper from 2 to 10 and the assault will fail. Move the same yellow sniper from 2 to 8 instead, and the assault will succeed. (In my own first playthrough I put one sniper on the cathedral too!)

Late followup, but the roof blockage issue is specifically talking about the museum's roof. It's telling you not to put snipers on the museum roof, but you should still be using assaults to rappel on the side windows of the main building. The developers posted the solution back in 2016, and although their original link is dead I'm pretty sure the image in this guide shows what the devs said.

The reason you want 2x assaulters on the windows there is because of the dual-office issue brought up by one of the intel sources. Two assaulters lets you cover both offices.

You can verify the contended positions with testing, such as if you use a "baseline" configuration of:
- 1: 1x green
- 3: 1x red, 1x blue, 1x orange
- 4: 1x orange
- 6: 1x yellow
- 9: 1x blue

and then intentionally use bad positions of:
- 2: 2x yellow
- 5: 2x orange, 1x green
Since this configuration will fail, but need only minimal changes to succeed.

Oh, just realized, at #10 the roof is bad....so the correct solution is too keep everything the same like you have, but to move the 2 assaulters from the blocked roof at for and put one at 12 and one at 10

The guide is mostly correct, but for the 'perfect' solution you need to move the two assaulters at position 4 to position 12. One clue says access to and from the roof is blocked buy construction material (why position 4 is bad) and another clue says the room behind the phone booth is always empty, and gives acces to the rest of the building just by breaching a window (which assaulters can do). Just an FYI. No idea if it changes the outcome of the assault at all.
