How to Fix V-Sync and Screen Tearing (AMD)
By Lt. Nasty Pants
In this guide I will explain step by step how to fix lag caused by v-sync and the screen tearing that some have after turning off v-sync.

Step 1: Turning Off V-Sync
This is a revision of my last guide, but this one will also remove the screen tearing as well as the v-sync lag.

V-sync is a system used by Fallout 4 and almost every other game to match the game’s FPS with your monitor’s refresh rate. Most games have an option in their setting to disable it, but F4 does not. It is not 100% clear to me why it makes you lag. The lag only seems to happed indoors, when looking at the ground or another specific part. Fallout just has a hard time with v-sync so we will disable it along with a few other tweaks to get the game running smoothly.

HOW I RECOMMEND: There are a few different ways of doing this. The way I recommend is to download the Fallout 4 Configuration Tool - By Bilago. This is an alternate launcher for F4, it gives you a huge amount of other config options, along with the option of disabling v-sync. Once the launcher is installed (just follow the directions on the nexus page) navigate to the performance tab, and set v-sync to 0, and save. This disables F4’s v-sync letting the FPS run wild.

Alternate/More Involved Methode: This is editing the .ini files of F4 and manually disabling v-sync.
The first step to this is to find F4’s .ini files, usually they are located in the documents section of
your pc. Here is the location of mine:

The next step is to open Fallout4Prefs.ini,find the line iPresentInterval=1 and change it from 1 to 0,
save and exit.

Chose which ever method is best for you and follow it, if you have done things correctly, v-sync should now be disabled. To make sure, open F4 and look at your FPS at the title screen, it should be some outrageous number. If so, then move on to step 2.
Step 2: Installing ENB
Now I know what you’re thinking, “Why am I installing an ENB!?!? This is only going to make me lag even more!” False. We are not going to install an actual enb, just the base files that all enb’s run off of. This is simply to limit your fps to a reasonable number so that the game will run properly. While there are a number of 3rd party programs that can limit fps in games, I prefer using the enb because it only effects Fallout 4 and is light weight.

Step 1: Go to this website: -- http://enbdev.com/download_mod_fallout4.htm -- and download the file that is at the bottom of the page currently V 0.283.

Step 2: Once downloaded extract it and drag the following files into you Fallout 4 directory (Not the data folder, but the Fallout 4 main folder itself). Copy "d3d11.dll" and "d3dcompiler_46e.dll" into the game folder (where Fallout4.exe is).

Step 3: Launch Fallout 4 and notice the new text in the top left section of the screen
Congrats! You installed the enb!

Now the next steps are crucial. The reason we installed the enb was to limit the fps to a reasonable amount. This keeps the game’s engine running properly.

Step 1: Open the enb .ini file located here

Step 2: Make sure the setting are exactly as mine are. (The limiter is most likely the only thing you will have to change)

Save and exit, now launch Fallout 4 again and the fps should limited to 60 fps (or whatever number you set it at) If the fps is at the proper number load a save and notice that the v-sync lag is gone, but there is now a line that cuts throught the middle of the screen (screen tearing). In the next section we will remove that, but in some cases this tearing might not even be present, if so enjoy your lagless game! If you do have the line then move on to the next step.
Step 2: Fixing Screen Tearing
The final step is to disable screen tearing. This is extremely simple but it took me forever to figure out.

Step 1: Right click on the desktop and open the CCC (AMD control panel)

Step 2: Navigate to global settings and make sure your setting match mine:
Power Efficiency MUST be turned off. This is the feature that causes the tearing. It downclocks the gpu in low stress situations and in turn causes glitches such as screen tearing. But by disabling this feature we have fixed the tearing issue. Also make sure the Frame Rate Targe Control is off as well.
END!
If you’ve followed everything correctly then you should have lagless gameplay. NOTE: THIS DOES NOT REDUCE LAG IF YOUR PC SIMPLY CANNOT HANDLE THE GAME, IT REDUCES THE LAG THAT IS CAUSED BY V-SYNC. Enjoy the game guys! If the guide helped you or you have questions feel free to drop a like or comment!

Not sure if the guide even works anymore lol, but crashing in the vault might be a mod conflict? Had some stuff like that in Skyrim when I would enter a specific location. Turned out one of my mods had messed with a texture and made the game crash. Maybe try disabling some mods that would affect the vault

I guess the easiest fix for me was to not use AMD?

Sorry it didn't work

I have it set to off. I dont know what the problem is. I guess I'll just get rid of the enb. Thanks for your help anyway.

Make sure that the power efficiencey setting is OFF. This is the only fix I have found.

I think I have the right drivers installed. From your link earlier in the comments I downloaded Crimson Edition 16.7.3 and the 16.8.3 Hot fix. I am still having bad screen tearing in the Dugout Inn.

I have the exact same card, are your drivers up to date? Sometimes that can be a factor.

I've done everything that you have said. The enb is working I just have awful screen tearing. My Global Settings look just like yours. I didn't have too much lag before but thought I would see if this made my game any better. I am using an MSI R9 390. Any Ideas?

I've only briefly used nvida. But I know their version of this is different
