Solution to No Mouse Cursor (Pointer) on ultra HD (4K) Settings or with Windows Scaling Settings 150% and Above.
When I first started the game I could not see my Mouse Curcor, I could see the mouse Cursor but it was frozen on the screen, The menus would high light as if my mouse was over them but I could not see the Mouse Cursor. I was able to fix this Problem by Setting Windows Scaling BACK TO 100%. Now when the game starts I can see my Mouse cursor as I move it. Hope this Helps anyone with this same problem.
EDIT: Incase anyone was wondering, you can set your scaling to custom 149%, and it works. If you are in windows 10 go settings > system > advanced display settings > advanced sizing of text and other items > set a custom scaling level - and change to 149%. Sign out, sign in - DONE. There was another game that had a similar fix. This seems to fix all of these problems. Thank You Solareon Blade for adding this.

Also try a simple fix to correct this issue is to Run the game in compatibility mode.

To configure the compatibility mode for a game or application, just locate the installation directory where your ".exe" executable file is located and right click on the .exe that runs the game, than select Properties from the menu. Select the Compatibility tab: Check Run this program in compatibility mode for: You can choose to run the program in Windows XP compatibility mode. Click Apply then Ok.

I think GD have the same problem, but GD can run under compatibility mode to fix that problem, this one doesn't work

@QcBomi3r: You are right that it does not work in compatibility mode ( windows xp sp3 ) as I just checked it, But it does work in compatibility mode ( windows 98) but the mouse cursor will not show when you move it while in compatibility mode ( windows 98), try setting your Windows Scaling Settings to 100% and restart computer because that seems to do the trick for me and others that I have read. When I run the compatibility mode ( windows xp sp3 ) the game has the error not responding after lauch....very disappointed.....
