Report a translation problem
I had the same problem as you but found a solution that worked for me:
1. I started the .exe directly while holding ALT.
2. Deselected Fullscreen and chose my desired resolution.
3. Pressed Play (this sets the configuration)
3. The game would then start, but close down again.
4. Now you have to start the game via Steam and it should start successfully in the saved resolution.
Everytime you want to change it, start it directly with the .exe in the game folder again (step 1) but to play, start it directly from steam.
