Once you understand how your version of the Emergency 4 / 911: First Responders game is stored on your computer, you can edit multiple files to make changes to different parts of the gameplay. In this guide, we talk about "events", which are the game's way of describing incidents for fire, police and EMS. @HeapCVA Thanks for responding. I found out what the issue was and I forgot to update my post. Thanks for responding anyway on one of your posts form about four years ago.

For anyone making changes to the params files, make sure you have Admin privileges when you save the files. If you don't the game will not save any changes. If you go to where the EXE file is for the game and right-click, you can get a properties window to open (bottom of list). In there you can set game to play as Administrator. That cures the failure to save changes to the files.

For some reason, when I put the illegal protest and the hostage calls to 0 they still came up.
