U1: Introduction to the Universal Union

Introduction
The Universal Union, or sometimes refered to as the Combine, CMB, or Our Benefactors is the force that took control of earth after the Seven Hour War. The Universal Union managed to overthrow the Militaries of the earth, and kill off more than half the human population. The remaining surviving humans were then rallied into what are now referred to as Cities, vast communities established in former old-world towns. Citizens make up the majority of the population of Cities, being subjected to harsh living conditions, brutality by local police forces, limited food and water, and lack of control over their freedoms.

The Metropolice Force
The Universal Union have three main forces of units on Earth that keep the entire Planet under watch. The first and most well known of the three are the Combine Civil Authority, also referred to as the Metropolice Force, or the MPF. The Metropolice Force is a Force of citizens who willingly join up under the promise of better living conditions, food, and simply more power over normal citizens. Being split into two parts, Low Command Metropolice, which make up the majority of the Metropolice Force, and High Command Metropolice, who are the commanding units of the force. Metropolice units are always recomended to use fear tactics and brutality against citizens for crimes that may be viewed as minor. When it comes to the living conditions and food promised to the Metropolice units, Metropolice units are housed safely inside of the City's Nexus, a massive fortified location that serves as the local base of operations for the three factions. As of food, Metropolice Units are served Metropolice Suppliments, a special food supliment that is modified to Increase all attributes needed, as well as tend to hunger, and even thirst. Something that the normal Citizen suppliments do the opposite of. Though normal food is not forbidden and can be provided upon request, it is viewed as a sign of weakness. Metropolice units are subjected to a ranking system similarly to the other factions, and are lead by three main commanding units depending on the City they are stationed in. The Low command Enforcer, who maintains the Low Command portion of the force, The Commander, who tends to the High Command portion, and the Low command portion, and the Sectorial Commander, who controls the entirety of the force.

The Combine Overwatch
The second force, The Combine Overwatch, these units are mainly seen taking out priority targets with stealth and power, or dispatched when civil unrest reaches its peak. Most of the information regarding them is either classified or redacted...

The Civil Defense Force
The final force used by the Universal Union is the Civil Defense Forces, also referred to as the City Defense, or Civilian Defense Force. The CDF are a merge between the Combine Overwatch and the Metropolice Force, preforming all there operations well within the city itself, however doing tasks similarly to an Overwatch unit. They often work aside the Metropolice force itself, and are normally tasked with patroling city outbounds and slums. They are not a separation from the MPF, Low command units still need to salute high command CDF Soldiers, so on, and are advised to keep respect and trust between one another. CDF Soldiers are either Conscripted citizens who were unwillingly chosen, or willingly enlisted themselves if they meet the needed Loyalist Point Requirement. The CDF are generally treated the worst of all units, and are viewed as the weakest units. They take orders from the UFI Command, as they themselves do not posess any commanding ranks.

All of the forces used in the Universal Unions control of Earth follow the a Code system for ease of communication over the Radio. When a Citizen commits an act of Uncivil activity, it is refered to as a Violation. Violations range from many actions from simple acts of Disloyalty to acts of Anti Civil activity. Violations are to always be noted on Citizen Data.

Level 1 Violations:
Running.
Jumping.
Climbing.
Yelling.
Uncivil Behavior.
Loitering.
Minor Harassment of Another Citizen.

Punishment(s):
Re-Education.

Level 2 Violation:
Profanity/Swearing.
Discrimination against a Vortigaunt/Citizen.
Talking to a Sufficiently Ranked Unit without Orders (OfC and Above).
Committing a Level 1 Violation Shortly after being Warned.
Possession of Green/Level 1 Contraband.
Wasting an Officer’s Time.
Not Speaking the Official Language.
Not using Authorized Citizenry Clothing.
Mid Level Harassment of Another Citizen.

Punishment(s):
2 Negative Points.
One Cycle in Incarceration.
Re-Education.

Level 3 Violations:
Failure to Apply.
Not following an Officer’s commands.

Major Level Harassment of Another Citizen.

Rebel Conspiracy.
Causing the Advent of a Catastrophe.

Variable Level Violations:
Failure to Report a Crime is a Violation Variable in Seriousness. Failure to Report a Level 1 Violation will result in receiving a Level 1 Violation and the According Punishment(s). Failure to Report a Level 7 Violation will result in receiving a Level 7 Violation and the According Punishment(s). Etcetera.
U-C4: Civilian Loyalist Ranking System
Loyalists are Civilians who have amassed over Ten Loyalist Points. Loyalist points are dispatched to citizens who perform acts of loyalty to the Universal Union within city walls. The rank of a Loyalist can result in a multitide of benefits, and gains to the individuals who posess said ranks, these include less unneeded brutality, or even seats on the City Council. The following ranks include:

Red Armband: 10 LP
- First stage of loyalist progress.
- Token reward of 50 tokens.
- Treated with Minimal, but more respect from local authorities

Blue Armband: 25 LP
- Second stage of loyalist progress.
- No unnecessary brutality or rudeness from the MPF Unit(s)
- Doesn't require to present proof, when reporting in minor crimes: ( Level 1 )
- Now applicable for three rations at the R.D.T.

Yellow Armband: 50 LP
- Third stage of loyalist progress.
- Doesn't require to present proof, when reporting in minor crimes: ( Level 1 )
- MPF Unit(s) are polite to the Yellow Armband Loyalist.
- Can request 250 tokens each week.
- Now applicable for three rations at the R.D.T.
- Rations are now purchasable for 250 tokens each.

White Armband: 75 LP
- Fourth stage of loyalist progress.
- MPF Unit(s) are polite to the White Armband Loyalist.
- Can request 500 tokens each week.
- Doesn't require to present proof, when reporting in minor crimes: ( Level 1 and Level 2. )
- Can request minor crimes to be erased from records. ( Level 1. )
- Now applicable for four rations at the R.D.T.
- Can join in City Council Meetings

Black Armband: 100 LP
- Fifth stage of loyalist progress.
- MPF Unit(s) are polite and respectful to the Black Armband Loyalist.
- Can request 750 tokens each week.
- Doesn't require to present proof, when reporting in minor crimes: ( Level 1 and 2. )
- Can request minor crimes to be erased from records. ( Level 1 and 2. )
- Doesn't get tied and inspected in JW or inspections.
- Now applicable for five rations at the R.D.T.
- Can request seats on the City Council

Citizens who have a certian amount of Loyalist points can even apply for positions in the City, which can range from the Civil Workers / Medical Unions, The Combine Civil Authority, and even the CDF Military forces.

Application Requirements
Confederacy of Civil Benefactors: 0 Loyalist Points (Clear record / interview)
Civil Protection: 15 Loyalist Points
Civil Defense Force: 5 Loyalist Points
U5: Loyalist Point Administration Proceedures.
FAILIURE TO OBLIGE BY AFOREMENTIONED RULES WILL RESULT IN
DECOMISSIONMENT.

**Any loyalist points issued for preforming minor work must wait a minimum of One Hour between second administration.

1-3 POINTS
  • Cleaning of any kind.
  • Low-Participation in Workblocks.
  • Reporting LEVEL 1-3 Violations.
  • Turning in LEVEL 1 Contraband.


2-5 POINTS

  • Spreading union propaganda By Command
  • Average-Participation in Workblocks
  • Reporting LEVEL 4-5 Violations
  • Reporting fugatives / malignants
  • Saving the life of a Red-Loyalist.
  • Turning in LEVEL 2 Contraband.


3-7 POINTS
  • Reporting Anti-Citizens.
  • Reporting Hideouts of Fugatives.
  • Turning in LEVEL 3 Contraband.
  • Reporting any plots or motives Confirmed to be in place by Anti-Citizens.
  • Reporting and showing Honesty if rewarded more than deserved.
  • Spreading union propaganda Not by Command.
  • Reporting level 6 Violations
  • Saving the life of a Blue - Yellow Loyalist.
  • Turning ones-self in for commition of any violation. (REMOVE ONE CYCLE OF DETAINMENT)


5-10 POINTS
  • Pointing out and not abusing Security Breaches
  • Pointing out Disguised Anti-Citizens
  • Pointing out the location of weaponry whilst not carrying it themselves.
  • Turning in LEVEL 3 Contraband.
  • Saving the life of a Conscript.
  • Reporting Level 7 Violations.
  • Saving the life of a White-Loyalist.


7-15 POINTS

  • Succesfully assisting Protection Teams in the capture of an Anti-Citizens.
  • Saving the life of a Civil Protection Unit.
  • Saving the life of a Black-Loyalist.
  • Saving the life of a City Concile Member.
  • Placing ones self in danger for reasons of Union Benefition.


10-20 POINTS
  • Saving the life of any Commanding Unit
  • Saving the life of the City Administrator

U6: Union Faction Protocol Violations
Civil protection units are permitted to take breaks and use Union Approved stores in said breaks, A unit is only authorized One break every Six Hours [OOC]One In character hour is equivilant to arround Ten Minutes Always gain authorization, and radio in Prior to breaks. Metropolice units, however do have more power than normal Civilians, are still suspectable to there own Violation System, refered to as Protocal Violations. Some Protocol Violations include:


    Level 1 Protocol Violations:
  • Negligence of Duty.
  • Being Unprofessional with Citizens.
  • Pointless Use of Door Breaches and Zipties.
  • Wasting Ammunition.
  • Failure to Salute to Superiors
  • Defiance
  • Disrespecting Behavior to Superiors

    Punishment(s):
    Re-Education.
    Trial for Demotion.

    Level 2 Protocol Violations:
  • Reckless Negligence of Duty.
  • Minor Insubordination.
  • Threatening a Unit.
  • Cursing in the Presence of the Administrator.
  • Recommending a Unit for Promotion Falsely.
  • Recommending a Unit for Demotion Falsely.

    Punishment(s):
    Re-Education.
    Trial for Demotion.
    Trial for Incarceration.
    Blackmark

    Level 3 Protocol Violations:
  • Injury to a Fellow Unit due to Negligence of Duty.
  • Assigning Loyalist Points to an Undeserving Citizen.

M1: Metropolice Starting Information

Introduction
If you are reading this Portion of the Handbook, you have been enlisted into the Metropolice Force. The Combine Civil Authority, also known as the Metropolice Force is the main force of Law Enforcement to civilians within the City walls, as a Metropolice Unit, you will spend most of your time enforcing civil rights to the Civilians, And Patroling. Patroling is the most basic duty of a Metropolice unit, and is the act of overseeing certian parts of the city. Key informtion to remember patroling would be:

  • Try to keep an eye out for, and always try to split up groups of Civilians.
  • Always have a partner when patroling Slum sectors.
  • Always keep an eye out for Contraband items on the floor.
  • Always keep an eye on any citizens in less-populated areas.
  • Keep a watchful eye out for any running civilians.
  • Always oversee your partners medical wellness.
  • If you are not a HELIX unit, call for backup immediately.
  • If you are a HELIX unit, always radio in Prior to doing medical operations outside the Nexus.
  • If you are not a GRID unit, never fix faulty machinery outside the nexus.
  • If you are a GRID unit, never fix faulty machinery outside the nexus withot authorization.
  • If you are not a JUDGE unit, never interrogate suspects outside the Nexus.
  • If you are a JURY unit, you can interrogate lightley outside the Nexus, and away from public.
  • If you are not a JURY unit, do not disiplen units below your rank intensely in public areas.
  • If you are a JURY unit, keep conversation with citizens to a minimal.
  • Never do anything to cause attention in Slum Districts.
  • Radio in prior to detaining citizens.
  • Keep an eye out, and immediately dispose of Resistance Propaganda.
  • Always try to use your Visor Comlink and Private Messanger rather than radio in public areas.
  • Never use Radio codes outside of your Radio (10-4, 10-2, 11-99, ETC).
  • Never assign citizens work that results in more than 3 LP every hour (Exeptions can be made).
  • Salute all HC in a room.


M2: Metropolice Ranking Structure
The Metropolice Force has a vast system when it comes to its ranks. There being a total of twelve ranks. Six being classed as Low Command. Low command is the first level of a Metropolice Rank, being gifted very little power, they make up the majority of all units. Low command is commanded by the units classed as LCEs. However, All LCEs may have full reign over the MPF in the SEC's absence. The Sectorial Commander has permanant reign over the Metropolice Force.

The Metropolice ranks also contribute to more than just Weapon Permissions, and represent role, power and also position. These can range from simply more Commanding Power, to benefits in their own division. The following additional information includes:

  • All units with the rank of RCT will be promoted to i5 Instantly upon training session concludal.
  • All units with the rank of A5 will wait One day before being gifted there 9MM Pistol.
  • All units with the rank of A5 are not authorized to Patrol Solo, unless with a partner.
  • All units with the rank of A5 can only patrol the Plaza Solo.
  • All units must radio in Location, and Prior to beginning a Patrol Session.
  • All units with the rank of A4 are authorized to Patrol Solo.
  • All units with the rank of A3 are gifted their first MP7.
  • All units with the rank of A2 undergo a Second training session.
  • All units with the rank of A2 undergo First Level loyalty implants.
  • All units with the rank of A2 gain Two of all types of grenades to their arsenal.
  • All units with the rank of A1 are authorized to select personal Trainees to train as units.
  • All units with the rank of CPT Will undergo Leadership Training
  • All units with the rank of CPT Will be able to delay there OFC promotion, if not ready for HC.
  • All units with the rank of OFC undergo Second Level loyalty implants.
  • All units with the rank of EPU gain divisional benefits.
  • All units with the rank of EPU gain Four of all grenades to their arsenal.
  • All units with the rank of ESL undergo Third Level loyalty implants.
  • All units with the rank of ESL are gifted squads of their Battalion.
  • All units with the rank of ESL gain Six of all grenades to their arsenal.
  • All units with the rank of DVL are gifted full control of their Division.
  • The units classed as LCE is gifted full control over the LOW COMMAND sector of Metropolice.
  • The units classed as LCE are in full control of the MPF - Only in the SEC's absense.
  • The unit classed as SEC is gifted full control over the Entire Metropolice Force.
M3: Metropolice Divisions
The Divisions of the Combine Civil Authority determine the specific role of the Metropolice Unit. Units are selected into there divisions by choice once there First training session concludes. Divisions are all lead by there respective Divisionals, who act as the Commanders and Representatives for there Divisions. All current CCA divisions include:

|UNION|
Union is the Backbone of the Combine Civil Authority, being the majority of all units. All units in the UNION division are tasked with patroling the streets and preforming standard acts of a Metropolice Unit. UNION units spend there time watching over citizens, and are dispatched to Tend to tend to citizen needs, Stop Riots, and detainment of Citizens. In certian cases, UNION Units are dispatched for Reconnaissance purposes, However it is not there main function. UNION units are not authorized to patrol Slum districts, unless ordered otherwise. UNION units that exceed the rank of EPU are given authorization to patrol slum districts, however only from a far.

|HELIX|
Helix units function as the primary Reinforcement units in the CCA, being trained with medical knowladge, HELIX units and UNION units are seen as Brother divisions, usually working with one another. HELIX units work most of there time in the HELIX bay preforming medical procedures, and are trained with basic medical skill to use in the field. HELIX units can patrol aswell, however are recomended to always stick with other units to increase there own effectiveness. HELIX units that exceed the rank of EPU are given full authorization to watch over the Nexus labs and test subjects with no Authorization.

|GRID|
Grid units are the primary Construction and Repair units of the Combine Civil Authority. They are responsable for the production of the CCA's armorments, including Weapons, Scanners, Machines of combat and Universal Union use, and Armor. GRID units spend most of there time in the GRID Depot in the nexus, preforming mechanical repairs or preforming construction missions within the city. GRID units that exceed the rank of EPU are given elite permissions and tools to use, and preform massive construction ops without authorization, like Hunter Choppers, APCs and so on. GRID units can patrol aswell, however there advised to stay in groups.

|JURY|
Jury is the primary enforcing units within, and outside of the CCA. Jury act as both Interogation and investigation units, and Training and Disiplinary units. Jury are meant to enforce the union's will both within and outside fo the Metropolice force, as such are trained to be ruthless interogators and trainers. Jury units are dispatched in times of Investigation or Training, being advised to know everything and anything at all times, weather its Codes or Status.

D1: Civil Defense Force Starting Information

Introduction
If you are reading this portion of the Handbook, you have sucessfully either been Conscripted, or you have made the Wise choice in joining The Civil Defense Forces. The Civil Defense Force of the Universal Union, sometimes refered to as the Civilian Defense Force, or the City Defense Force are citizens who either are Conscripted into the force, or have massed a total of 10 Loyalty points and applied, are used mostly during Outland Missions, however they are assigned to patrols of the Catwalks, and are also used as Scouts for Civil protection if needed, however rarley. The CDF would preform tasks an Overwatch unit would, however on a much more scaled down level, as such are often seen working side by side with Metropolice Units. Civil Defense Soldiers spend most of there time patroling Slums and watching out for any Anti civil activity.
  • Try to keep an eye out for any Parasitics, or Exogen, And neutralize them immedietly.
  • Always keep an eye out for Contraband items on the floor
  • Always keep an eye on any citizens in less-populated areas
  • Keep a watchful eye out for any civilians in restricted areas
  • Always oversee your squad, keep track of everyone in it.
  • Never do anything to attract attention in Slum Districts
  • Radio in prior to detaining citizens
  • Keep an eye out, and immedietly dispose Resistance Propaganda
  • Always try to use your radio away from citizens
  • Always keep conversation with citizens to a bare minimum
  • Never use Radio codes outside of your Radio (10-4, 10-2, 11-99, ETC)
D2: Civil Defense Force Ranking System
The Civil Defense Force (CDF) Ranking system is in many ways similar to the Overwatch System. There ranks determin role and power, and even position for some. They follow a very similar order and name system to the United States military, before the War. The Civil Defense Forces have a Low command and High command system aswell.

The CDF ranks also contribute to more than just Weapon Permissions. They also represent role, power and also position. This can mean a multitude of things, however there mainly used as ways to separate power amongst themselves and others. The ranks permissions include:


  • All units must radio in Location, and Prior to beginning a Patrol Session
  • All units with the rank of PVT are not authorized to Patrol Solo
  • All units with the rank of CPR are authorized to select personal Trainees to train as units.
  • All units with the rank of SGT gain divisional benafits
  • All units with the rank of SGT are recognised as equals to the Metropolice Force
  • All units with the rank of SGT undergo Second Level loyalty Brainwashing
  • All units with the rank of MAJ are recognised as Feild Command Units
  • All units with the rank of MAJ are gifted commanding rights for all units below their rank.
  • The unit classed as LT is gifted full control over the Entire CDF Military Force in the CPT's absense
  • The unit classed as CPT is gifted full control over the Entire CDF Military Force.
D3: Civil Defense Force Badges System
The Civil Defense Force unlike there Metropolitian counterparts do not consist of unit divisions, as they are usually meant to patrol outlands and defend the outer city from would-be invaders. However, certian units are issued Badges.

A badge is a symbol or role within the military that can function close to a division, However units are not given control over what badges they recieve, if they recieve any at all.

[+] - Medic | The badge of a Feild Medic. Units who are granted this badge are granted access to medical supplies, training and a .357 Revolver early.

[S] - Squad Leader | This badge is assigned to units of any rank, to lead and command patrols whilst in the feild. Units with this badge are required to weild an issued Tompson Submachine gun whilst patroling.

[E] - Engineer | Engineers are responsable for the well keeping of the main-bases and gear of the Military, and are the few assigned to drive and man Tank and APC offensive weaponry

[^] - Special Forces | Special Forces badges are almost always issued to High Commanding Conscripts, These units gain access to the Metropolice Armorments and LMGs, including but not limited to; MP7s, SPAS-12s, and so on. These units are also clad in heavier, black armor.
O1: Combine Overwatch Starting Information
Introduction
If you are reading this Portion of the Handbook, you have been drafted into the Combine Overwatch. The Combine Overwatch, also known as the Overwatch Transhuman Arm (OTA) is the main force Military Force Defending, and arround City walls, as an Overwatch Soldier, You spend your time Defending the city itself from Anti-Civil invaiders, or outside Threats. Protocal is everything in the Combine Overwatch, Uniformation and perfection are expected at least. Overwatch units are dispatched when the situation calls for them, and as such are trained with intense live combat training and regular drills. Overwatch units are to follow a set guideline once deployed, which include the following:
  • Stick to High Ground and always avoid Citizen Contact
  • Never directly engage a target without orders.
  • Never purposfully keep citizen casualties at a high.
  • Never enter a sweep without orders.
  • Never conduct an investigation without orders.
  • Never enter Slum districts without orders.
  • Never come out of stasis without direct order
  • Never engage in disagreement with fellow Overwatch Units
  • Always keep an eye out for Malignants or Anti Citizens
  • Always have your weapon Ready
  • Always follow orders from DISPATCH
  • Always respect the higher commanding units.
  • Place the security of the city higher than ones life.
O2: Combine Overwatch Ranks
The Overwatch Transhuman Arm follow a ranking system. This determines the power of a soldier and even in some cases the position they are in. A majority of the ranks include basic ground units, however a few of them are Commanding Roles. They are split into two portions, High command, which consist of the Commanding units, and Low command, who consist of the majority of ground soldiers.

Overwatch ranks also signify Power and Position within the Overwatch. Many units consisting of SWU to are the basic units within the Force, Any unit above the rank of are classed as High Command. Similar to the Metropolice Force, High Command units are the commanding units of the Overwatch.

  • All units with the rank of OwT will be promoted to OwS Instantly upon training session concludal
  • All units with the rank of OwS Are not authorized to Patrol Solo, unless with a partner.
  • All units with the rank of OwS Can only patrol the Nexus unless ordered otherwise.
  • All units must radio in Location, and Prior to beginning a Patrol Sesion
  • All units with the rank of OwU Are authorized to Patrol Solo
  • All units with the rank of OsU Are gifted there first AR2
  • All units with the rank of OsU Undergo a Second, elite training session
  • All units with the rank of OsU Undergo Second level Augmentation
  • All units with the rank of OrU are authorized to select personal Trainees to train as units.
  • All units with the rank of OsG Undergo Second Level Augmentation
  • All units with the rank of ScM Undergo Third Level Augmentation
  • All units with the rank of EoW are granted Dark Matter Pulse Orbs.
  • The unit classed as KING is gifted full control over the Overwatch Troops.
O3: Combine Overwatch Unit Divisions
The divisions of the Combine Overwatch determine the specific role of the Overwatch Units within them. Units are selected into there divisions by choice of there Trainee, once there First training session concludes. These divisions often set them towards one of the three Overwatch divisions, Novawatch, Deathwatch, and Overwatch, but are not limited to those divisions. All current Combine Overwatch divisions include:

ECHO
ECHO units are mainly centered in the Overwatch division of Overwatch. They are sent out for recon missions and Sector Sweeps. This division is not limited to Overwatch, but are rarely seen in Novawatch or Deathwatch. They are mainly seen with JET units.

HURRICANE
HURRICANE units are the Mechanical units of the Combine Overwatch. They are dispatched and involved in the construction of many of the Synths and machines used by the Overwatch. They also function as the pilots of Hunter Choppers, and drivers of APCs. HURRICANE units work side by side with High Command GRID units and JET units on major synthetic construction.

SWORD
SWORD units are often seen guarding high importance people, such as the City Administrator. They are selected at EOW to be personal guards for said important figure, and are equipped with heavy duty kevlar similar to Deathwatch, but with black hexagonal forms and a large blue eye. Units may also be inducted into the division for guarding high importance figures once they aquire elite ranking in the Overwatch system.

NOVA
NOVA units are often seen handling interrogations, torture, and guarding prisoners. They are often referred to as the "Low Command SWORD units." High Command NOVA units are still existing, but are unable to guard high importance figures unless inducted into the SWORD division. NOVA units are often seen with High Command Judge units in the MPF, working side by side in interrogations and torture.

TRACKER
TRACKER units are highly skilled stealth and ranged killers. They are trained in elite sniper and stealth tactics. They are mainly seen within the Deathwatch division of Overwatch. These units are mainly seen on the upper catwalks and high grounds during Sector Sweeps and recon missions. They are dispatched Combine Pulse Sniper Rifles and often use as much cover as possible.
U5: Conclusion and Credits.
The Union is not responsible for any unit death, dismemberment, loss of identity, or any other unlisted outcomes. The Universal Union thanks you for enlisting into the forementioned forces. Any and all failiure to follow direct order or protocal will result in Permanant Off World Relocation.
