Share The Burden Fix(Xeno/Robots)

It really bothered me that you had to have regulated slavery to use the Share the Burden Edict. So I've fixed it so that it's usable with regulated xeno slavery, and separated the robot part to it's own edicts.

To ensure maximum compatibility I haven't actually overwritten the original edict, just added 3 new ones. The first is for regulated slavery and regulated xeno slavery. The second is to add the robot part without extra influence cost when you also have ai servitude; it's only selectable when the fixed Share the Burden is selected.

The last one is so you can use the robot part when you don't have regulated slavery, but do have ai servitude. It's not usable with the first two.

None of them are usable with the original Share the Burden.

I've add localisation for every language supported by Stellaris, but since I only speak English only the fixed Share the Burden is in the proper language. The other two will still be in English. If you speak that language feel free to message me with proper translations and I'll add them. Preferably in a UTF-8 BOM encoded text file so I can copy and paste them in the localisation files.
