Firstly, Commands.

Make sure you have deleloper console enabled, otherwise this will not work.

Now, Onto making the bots.

tf_bot_kick (name)
replace name with a specific bot name. then it will kick them from the game.
replacing (name) with all will kick all bots.

tf_bot_kill (name)
replace (name) with specific bot name. then it will kill that bot.
same as kick, but instead of kicking them, it will kill all bots.

tf_bot_add
you guessed it, add a default bot into the game.
this will simply add a bot to the game. it will be a random class,
with a name valve set to be a bot's name

tf_bot_add (Team Color)
adds a specific colored bot onto red team, or blue. (has to be red or blue)

tf_bot_add (Team Color) (Class)
adds a specific class, along with team color.

tf_bot_add (Team Color) (Class) "(Name)"
typing this in will add a bot to a team, set its class and name. example"
(tf_bot_add Red Pyro "Foof")
(tf_bot_add Blue Medic "Doctor")
(tf_bot_add Red Heavyweapons "Fatty")
Setting the name of the bot to be a class won't work.

hey tf_bot_add Red Scout "Scout" is spawning a bot with a bots name and they don't spawn as the class i give them plz help

i guess it depends, really. might be the fact that they don't have a navigation file, you can make a navigation file by typing nav_generate in the console.
