Description
SOVIET UNION (JOSEPH STALIN)
Unique Trait: Warsaw Pact
Receive bonus Military Production for each enemy in your borders, the borders of allied City-States, or of Civilizations you share an Ideology with. Gain Influence per turn with City-States you could demand tribute from.

Unique Unit: IS-2
The IS-2 is the unique Tank replacement for the Soviet Union under Joseph Stalin. Slightly more defensive than the Tank, the IS-2 has a Combat Bonus (15%) against fortified enemies. This bonus is increased if they are Gun or Armoured Units (10%). Use IS-2 to quickly break through enemy lines.

Unique Building: People's Commissariat
The People's Commissariat is the unique replacement for the Hotel for the Soviet Union under Joseph Stalin. In addition to boosting the city's Tourism output, the People's Commissariat also adds 25% and 10% of the city's Military Production modifiers toward Civilian Units and Buildings, respectively. It also unlocks at Replaceable Parts, unlike the Hotel. However, the People's Commissariat costs an additional Gold Maintenance.

@DevinLv21 Welcome to the modern world, where the world leaders that killed more people in equally and arguably more horrific ways than the raving lunatic of the german reich are more morally acceptable than him.

What a world.
