Once you get citizens, forbid spices. Focus all your work towards building up your main island and generating iron, rope, and everything else that keeps your populace happy and generating good levels of tax. In the meantime, set up a buy order for spices and wait for enough of a stockpile to build up.
When you're ready, get citizens euphoric and allow spices. As soon as you hit your first patrician, forbid spices again and up the taxes. Keep the imports going though to keep that one patrician happy.
Then go ham on weapons and defense, as per the rest of this strategy. After this, use any further production materials to either add more houses or start developing the Orient. You should have no need to get bread until your shores (and the Orient) are secure.
