Meme Bullet Impact Sounds Reduced

Description
This is almost the same as my "Meme bullet Impact Sounds" mod (https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=878756780), but the meme sounds don't play quite as often, so it's less annoying and distracting. Basically, Whenever a bullet hits a surface, there is a chance the sound will be replaced with Michael Rosen saying "noice", or one of several Idubbbz quotes, or even the "Yee" meme.

I only have the new This Sucks! mod installed for bullet sounds, but I'll take a look tomorrow to see if any other mods are conflicting.

I didn't even put that sound in this mod, so you might have a different mod also installed. And it might actually be conflicting with this mod.

No need to be sorry, you're doing this out of the goodness of your heart! Also, I tested it for about an hour, and I only really heard "BOOM! Headshot!" a couple times, didn't hear any others.

it currently plays for some concrete and wood impact sounds. And it might still be too frequent, so give it a try.
