No. You don't. Depending on your weapon and the level of the guards, you could possibly do it with 40 in both or even less with use of a follower.
"The first guard in the Rename Characters Screen is the leader of the guards, and he does the shakedowns for you."
I name the guards after the key that they have, and officer cell is not the one doing shakedowns.
Unless you mean that they are the one speaking at roll call and thus the one announcing shakedowns. That is true.
