Terraform Venus and other Toxic Worlds

A simple mod that adds the terraforming candidate anomaly to Venus on the Sol system start, as well as making it possible for the anomaly to appear on toxic worlds in general.

The anomaly is also added to the versions of Venus and Mars that are automatically generated if you dont start in Sol.

It should now also be possible to terraform a barren, cold barren or toxic world straight to a gaia world.
