Fun fact, (I know I'm late) before Meet the Spy came out, Sniper didn't have that scar! After Meet the Spy came out, he went from no scar, to having a scar right where spy cut him.
Also more than a fish, I have no god damn clue who Bruce is, but he's probably nobody important.

Its in Meet the Spy he got hit with a knife across the face before getting backstabbed.

I feel like that Scar was given to him by the spy in the meet the spy or sniper one, I forget which one it was.
