They added mimics, but outside of that its all in balance & game-mechanic limbo.
Its just not that cheap because ion engines themselves are expensive, and the generators required to run them are much larger than most other craft.
The Bloodhound carries just enough to keep it from exploding spectacularly, but it's performace is severely limited at low altitude. It's purpose is space escort and pursuit only.
The retrofit of the E-4C Alicorn is going to be a full space-to-surface operator and should meet these expecations. It is a much larger craft so it has room for tertiary systems.
