Yo its not a bug, i found your problem. If you use the precision tool set (i am not sure if thats the right name for it, but the tool for moving objects and road....) you will see there are 2 road 'sections'very very close to each other. That casuses the traffic to slow down.. Just expand the 2 sections of road and you will see the traffic jam goes away
