Purge Civic Tradition Cost Fix

This is a fix for the Fanatic Purifier and Devouring Swarm Civics.

Both are described as having the purging Pops not count against Tradition cost. However, due to the way the Tradition costs are calculated, neither successfully remove the Tradition cost. Instead, currently, they have the purging Pops count as 1.5x your regular Pops rather than 2.5x your regular Pops.

This fix changes it so that the purging Pops correctly do not towards Tradition costs. In the Tradition cost tooltip, it will show all Pops (including the slaves) adding to the cost, but then it will discount the correct amount due to your purging Pops afterwards. Do note that the number of colonies you have will still affect the Tradition costs, even if none of your Pops are on those colonies.
