Adds a new Strategic Resource Dust from the RWBY anime web series

Dust can be found on some planets and requires you to research Dust mining to make use of it.

Building the Dust refinery provides a few assets and allows you to build special defensive armies.

Dust Refinery:
-Provides 6 Energy
-Provides 2 Minerals
-Increases army build speedby 25%
-Reduces planet building upkeep by 10%

Dust reinery allows you to build 3 special defensive army varients of the standard defensive army, robotic defense army, and android defense army. They feature increased damage and decreased maintenence but increased cost and time to build.

I'm concerned about balance atm so please leave suggestions and feedback~

No I believe you, enough people have reported the same problem, i'll troubleshoot through my laptop, hopefully I can get to the root of the problem.

So, I checked and it seems like it's not a Mac only problem. Samething happened for PC, I had all the requirements yet the dust building is greyed out. If you really want proof, I guess I can send it to you.

I would appreciate if you check, I play with a few friends and we don't have any issues, I'll go though again when return home in a few days

What I'm using:
Computer: Mac
Other Mods: Human Variety, ISBS: Doomsday Weapons and Ships, More AI personalities, Ruler Level System

I can test this on PC and see if it's a computer related issue but I don't have my PC with me (I'm away from home cuz winter vacation) so I'll check later.

I'm having the same issue as many other people, even with planetary admisteration and a tile with dust, the building is greyed out so I can't build it.

I started a new game recendly and I had the same problem.
Dust was on the tile and i had the tech researched, but the option was greyed out.
Shame too because I made several Remnant Empires.
