1.Put map size on duel.
2.Play vs Venice.
3. Put amount of max turns to 3-4.
4.Play as The Shoshone.
5.Put difficulty on deity.
6.Start game and start looking for runes right away.
7.When you find a rune pick the alternative that gives you +1 citizen and voila you have won on deity.
8.If you failed to find a rune do this over again until you win :)

The Guide:

1. Play on emperor or below
2. Play on Pangea (Tiny)
3. Make sure there is only one civ besides you
4. Play as Assyria or the Huns
5. As Assyria, rush siege towers and use them against the one civ immediately
OR
As the Huns, pray one warrior gets an upgrade ruin for it to become a battering ram and use
the battering ram against the one civ immediately
6. Win

Or just play as the assyirians get 2 siege towers for each city. 3 for ones with a wall Boom domination victory
