Added "CuM Inflation" property to general settings. This allows to define cost increases based on how many points the pawn has already spent.

Added "Pawn Value Exp ..." properties to general settings. They apply a minimum expectation based on a pawns market value. The expectations are the same as the map wealth expectations. By default all threshold are inactive so nothing changes automatically.

Bug-Fix: Fixed a bug that made "MD DD always labeled" control the setting "Display Found City" instead. As a consequence the button to found a city would not be displayed by default.
