Fixed Lana.
Lana wasn't actually broken in this version...
Not gonna revert though, the "fix" changes nothing really.
Maybe in the next patch.

Removed the ability for cops to call backup as the new cops would get confused sometimes and start shooting at you.

Fixed a problem with Space Police levels, so now they should be correctly related to planet level.
So Threat Level Low = Tier 1 Space Police
Moderate = Tier 2
Risky = Tier 3
Dangerous = Tier 4
And so on. And by so on I mean the armor doesn't change after level 4, but maybe health and stuff do? I don't know, I'm not an expert. The Space Police have their limits.

Added freakin' SPACE POLICE!
RIP mod probably.
It took half a day to implement this.

Anyway, defenceless villagers and such have a 1/3 chance of calling the Space Police at varying health percentages.
This means that NPCs may not always call the Police on you, especially if you don't damage them much.
Village guards will still defend the village.

The Space Police will leave if the threat is gone (you beam up or something), so you won't have a Police apocalypse.
