Split it into two modes, Extreme Spite (tanks spawn while you're in the saferoom, not including intro cutscenes), and Spite (tanks do not spawn while you're in the saferoom)

Made it so tanks don't spawn during the intro and limits tanks so it doesn't do weird crashes and stuff.
