UPDATE FOR PATCH 1.9

Eltharion's, Imrik's, Grom's and Azhag's capitals have been added to the main list
The Customization settings and toggles have been redone
Options reshuffled and rewritten as to not be stupidly vague (only made sense for me and sm0kin as coders)
There is now an On/Off button for the mod so you can selectively disable it in-game
Maintain Vanilla options added
You can now customize your city tier and specify another tier for the AI
The settlement scope has increased and you can now upgrade any city
The mod no longer upgrades AI horde factions (the mod only fires on turn 1, and only present AI hordes are Nakai & Khazrak)
