Added two edicts to switch between only displaying highest available tier (standard) and displaying everything (except what vanilla Stellaris removes from display as soon as higher tier is possible)

The building that exists on the selected tile will not be shown as a possible replacement in the "replace" dialog in any case anymore. You still can directly construct a higher tier via replace (though this will waste resources).

- Made sure the AI does not build upgraded buildings over special resources.
- Placed scripted_effects in correct folder

Added the almost unchanged scripted_effects.txt file from Vanilla, as one of the effects included a reference to buildings. This now also includes the directly construction high tier buildings
