Fixed issues with garrison - further balancing may be needed

Treeman's Court and Forrest Dragon Roost now have 3 tiers each
- Tier 1 gives you 1 Forrest Dragon/Treeman - requires tier 3 settlement
- Tier 2 gives you 2 Forrest Dragons/Treemen - requires tier 4 settlement
- Tier 3 gives you 2 Forrest Dragons/Treemen and will let you recruit Forrest Dragons/Treemen - requires tier 5 settlement.

The Amber buildings now gives a small garrison boost, increasing with tier, and you will be able to recruit Drayds from tier 1 Amber building and Treekin from tier 4 Amber building.
