HOTFIX

-Fixed bug where IRQ was not giving ENG all of it's oil if the player does not have MTG
-Fixed vanilla MTG bug where most land locked nations would never be able to create ship designs if they gained coastline by granting all nations without starting naval techs 20 navy XP

-Added in year checks where missing for all Air, Armor, Artillery, Engineering, Industry, and Infantry research where applicable

GAMEPLAY/BALANCE
-GER expatriate the communists focus now gives -0.075 communist drift to GER and 0.075 communist drift to FRA, down from -0.1 and 0.1 respectfully

-Fixed bug where ITA had it's OOB spawn twice
-Fixed HUN not having Otto von Habsburg as Monarchist leader
-Fixed issue where Non-Aligned Chinese warlords could not do certain focus related stuff

-Chinese Warlord AI nations will no longer assume national leadership
-Minor tweak to JAP historical path logic
-AI with generic air designers will now always pick the fighter designer
-AI should avoid using CV CAS on carriers now
-Fixed issue with AI USA not taking the M1 Garand decision
-Fixed issue with AI naval powers researching naval techs way ahead of time (ex. CV 1940 at game start; vanilla bug)

GAMEPLAY/BALANCE
-Gave SOV 4 starting research slots as intended
-Agrarian Society (RAJ) debuff reduced to -40% from -69%

-Monarchism can now use Extensive Conscription outside of war just like Fascism/Communism
-For Monarchism: increased war_impact_on_world_tension and faction_impact_on_world_tension, removed can_lower_tension modifier, reduced War Goal tension requirement to 40% from 50%, and reduced join faction tension requirement and reduced send volunteers requirement, removed drift defence debuff

-CZE now starts with a stockpile of light tanks to represent their tank corps (do Fast Divisions focus for a template)
-CZE now starts with 80% stability
-CZE Holek Brothers focus now gives an infantry weapons token
-CZE's SECURE ARMS DELIVERIES event's first option now gives +1 mil fact and an infantry weapons 1 year reduction instead of +6 mil fact
-CZE: CZKE_artillery_focus and CZKE_new_tank_design now give 1 research token instead of 2
CZKE_advanced_aircraft_prototypes now gives 1 light air and 1 medium/heavy air research token instead of 2 tokens that can be used for all three categories

-Generic focus tree's Equipment Effort III now gives an infantry weapons research token instead of an artillery ahead of time reduction
-Rebalanced resource costs for ship hulls and ship modules
-Basic Medium Tank and Basic Heavy Tank now can jump between one and other for research purposes like all other medium/heavy tanks
-Logistics Company techs now reduce fuel consumption by -2.5% each

-Fixed issue with several nations, including GRE and TUR, not having a monarchist advisor
-Fixed generic design companies costing 150 PP instead of 100

-MAN_assertiveness replaces the starting Japanese overlord leader with Aisin Gioro Puyi to have that path correctly function with Puyi as emperor in the end if MAN wins their independence

GAMEPLAY/BALANCE

===Aircraft===
-Made new category for CV nav bomber, added it to CV nav bomber and CV jet CAS (aka. CV jet attacker), removed regular nav bomber category from CV nav bomber
-Buffed minelaying/minesweeping techs for nav bomber to 0.08/0.15 (matches tac bomber) and minelaying tech for strat bomber to 0.17
-Removed air agility penalty for plane_gun_upgrade
-Reduced reliability penalty for all aircraft upgrades to 5% from 10%
-Naval Bombers (land based) now require early bomber tech instead of early fighter tech
-Aerial Minelaying now is unlocked by the first mine tech as is historically accurate
-Aerial Minesweeping is now a 1940 tech and requires the first mine tech (fun fact: the reference image of the icon used for this tech is from a 1940s DWI-equipped Wellington)

===Designers/Advisors===
-CAS Manufacturer now buffs CV jet CAS (aka. CV jet attacker) as it should
-Mitsubishi now costs 50 pp to assign
-Aichi now costs 50 pp to assign and now gives a fuel consumption reduction and reliability bonus to all aircraft instead of old set up
-Hajime Sugiyama now costs 0 pp to assign
-CAMCO design company now costs 0 pp and gives a small buff to fighters, interceptors, CAS, nav bomber, and tac bomber instead of old set up
-CAMCO fighter division is now a proper light aircraft designer and costs 0 pp
-CAMCO bomber division now is a medium aircraft designer and also buffs CAS and costs 0 pp
-CHI_kwong_jiang and CHI_dai_li now costs 50 pp
-CHI_t_v_soong now costs 0 pp

===Focus/Ideology===
-Shared Chinese focuses, Closer ties with Germany, Ledo Road, and The Hump, now take 35 days to do down from 70
-Shadow Scheme focus now requires 8% tension up from 5% to account for OpO having the ITA-ETH war not being active at the start of the game
-Other ideology now starts on censored press, cannot have free press, starts at 18 draft
-Monarchism starts at 17 draft

FIXES

-Fixed incorrect research dates for light armor 3, modern armor
-Fixed GFX issue for some CZE stuff
-Fixed custom OpO general traits showing up on newly generated generals unintentionally
-Fixed some minor SWE issues, including some leader portraits

-Switched Victor and Vulkan to be the last strat bomber and last tac bomber for ENG, respectfully
-SAF now uses No.1 Mk.III* as bolt action 2
