Removed yet more hard coded english in favour of localization tags.
Fixed misplaced new policy icon when scaling font.

Added a new 'read only' mode to see policy list when its locked. A View Policies button next to the unlock button will now allow you to view the list of policies and review without having to pay to unlock access.

However you cannot make any policy changes unless the unlock fee is paid.

Also:
Removed remaining hard coded english text.
Fixed missing 'Empty Slot' text on My Government tab.
Added a text glow effect to currently active filter button.

Added the ability to scale the font size of policies shown in the catalog.
Can be changed 5 levels between smallest (FontNormal13) to largest (FontNormal18)

Active policies are now highlighted in green for easier readability.

Filter button tooltips have been changed to give more useful information on what the filter does.

Fixes to the government selection screen to prevent available card slots from clipping outside the government detail box.

All hard coded english text has been changed to localisation tags for easy translations to other languages.

Removed Custom RMA files as they are no longer needed. If Better Report Screen mod is also enabled this mod will just refer to files in that mod itself for yield bonus info.

Changed filter code to refer to policy type (name) rather than ID, as ID could change and mess with the filters.

Updated text for some new dark age policies.

Some newer policies now show up in the custom filters where appropriate.
