Now compatible with the spring patch

Since the patch balanced democracy/communism, I have removed my own balance fixes from the mod

-Added Survey back in because whatever
-Medina Quarter now give extra +3 housing in cities with 2 districts (used to be 3 districts)
-New Dead now give extra +3 housing and +1 amenity in cities with 2 districts (used to be +4 housing and +2 amenities in cities with 4 districts)

-Limes now unlock at Defensive Tactics again. It grants an additional +25% production on walls. Goes obsolete somewhat later, at Urbanization.
-Production cost of mediaval/renaissance walls reduced (they are now slightly more expensive than ancient walls).
-Land Surveyors: no longer give +100% tile acquisition rate. Instead give +1 culture to all cities.
-Expropriation: moved to Nationalism, +1 culture replacing the +100% tile acquisition bonus.
-Veterancy: no longer give +2 loyalty from encampments. Instead give +100% tile acquisition rate in all cities.
-Maritime Industries: no production on coastal resources, but bonus gold in coastal cities.
-International Waters: same as above.
-Feudalism: now reduced population growth in all cities by -15%.
-Grande Armee: no longer give bonus production on farms. Instead gives +3 bonus production on encampments.
-Military First: Now only increases unit maintenance by +1 gold
-Raj: no longer give bonus gold from suzerained city states.
-Diplomatic League: same as above.
-Trade Confederation: +2 culture and science from international trade routes.
-Public Transport: +2 gold per turn from neighbourhoods, per appeal of their tile.
-Caravansaries: +3 gold from international trade routes.
-Triangular Trade: +6 gold from international trade routes.
-Market Economy: +2 gold on international trade routes from each improved strategic/luxury resource in the destination city, as well as +2 culture/science.
-Online Communities: removed (Social Media Civic now increase your tourism by +100%).
-Heritage Tourism: removed (Cultural Heritage Civic now increase tourism from artifacts by +100%).
