Balancing
~ Switzerland's Unique Ability now requires a governor with at least 3 promotions to receive +1 GP Points from a city's Specialty Districts. This is to encourage the promotion of Governors to fit better with the first part of the UA, while at the same time scaling back the extra GP Points.

Fixes
~ Fixed a minor localisation error with the mod support for Rule with Faith. It will now read as Swiss Empire instead of Songhai (oops!)

~ Fixed an issue with Switzerland's unique district checking for other unique districts (should just be checking for eg: Campus, and not Seowon). This would conflict with other mods that add unique districts.
