-Added two optional civics to the prescripted country: Sith Order and Star Forge (Does not include the actual station unfortunately). Note: The Star Forge civic is overpowered and not balanced with the rest of the civics.

-Added the Lehon and Horuset as starting systems.
-Added the Malachor System, but its still a w.i.p.
-Custom modifiers are included for both starting systems.
