You can now set the stun duration of a failed hack in the .ini.
Reworked Julian's hack rewards; he is much harder to seize control of now.
Fixed an issue where hack defense didn't always go up from Supercharge.

Failed hacks now give enemy targets +10 aim, +10 defense, and +50 hack defense in addition to shutting them down.
