Quick fix:
Transfered the 200 HP of the O.M.E.G.A. modulator to the O.M.E.G.A. skill

Introduction of the 5th chapter of the quest (GUI currently "broken")
Change to the O.M.E.G.A. moddulator (unlocked with the 5th chapter for all heroes)
O.M.E.G.A. moddulator now correctly allow heroes to use the respective Colossus power.

Change of the way the Juggernaut skill reduction cost work to prevent bugs

Slight rework of the Hero Skills

Hero creation action:
150+6/turn => 150+40/hero

Now use Vaulter cities and (side effect) avatars

If you hover above a district, it will now display it's kind by adding (and removing) a single FIDS of it's kind.

Item that increase FIDS now limited to 1 per units/heroes
